an event rule belongs to a project, an organization (applies to all its projects) or nothing (global, Argus admins only);
rule state (edge detection) is tracked per project, so an org/global rule behaves like one project rule per project;
when several rules fire for the same report and trigger, a given target (Mattermost channel/user, email, web/desktop user) is only notified once per channel.
