Scope

GET /api/overview/: one row per stream the user can read, sorted by severity, for a "Vue d'ensemble" page:

every source stream (latest report): status, last reception (max(uploaded_at, last_seen_at)), expected period and whether it is silent (same rule as the stale trigger);
for other projects, the latest aggregate of their main branch (master / main) per report type.
Order: fail, silent, warn, ok; then project and stream name.
