Backend: argus/backend#26

Frontend side of argus/backend's native organizations and external projects (monitoring plan, phase 1.1).

Scope

Argus admins can create a native organization (slug + display name) from the organization list.
Organization admins can create an external project (slug + display name) in their organization.
Kind badges on organization and project pages; Forgejo-only UI (links to the repo, discovery, source-file view, PR sections) is hidden for external projects and native organizations.
