Backend: argus/backend#27

Frontend side of argus/backend's Authentik group access (monitoring plan, phase 1.2).

Scope

"Accès par groupe" section in organization and project settings: list, add (group name + level) and remove group grants (admin only).
The current user's groups and Argus admin flag come from /me; admin-only actions (native organization creation, global rules) are shown accordingly.
A short note explains that group changes apply at the next login.
