Backend: argus/backend#29, argus/backend#23

Frontend side of argus/backend's silent-source and metric-threshold triggers (monitoring plan, phases 2.1 and 2.2, argus/backend#23).

Scope

Rule editor: stale trigger with an optional after delay; metric_threshold trigger with metric key, operator and warn/fail thresholds.
Event table labels for the new triggers.
