Closes #1.

Moves dispatch-and-wait from the repo root into dispatch-and-wait/, matching report-status/. Updates all internal references (lib.sh sourcing, tests, ci.yml, README).

Breaking for the one caller that exists so far -- Filao/backend's PR #36 (not yet merged), updated in the same change.

Was at the repo root while report-status lived in report-status/ --
inconsistent, and left no room for a third action without ambiguity
about what a bare @v1 means. Both are now referenced the same way:
.../guardians_of_the_galaxy/actions/dispatch-and-wait@v1 and
.../report-status@v1.
