Monitoring plan, phase 5 pilot (argus/backend#22, guardians_of_the_galaxy/ci-base#14): the docker job passes its Argus upload token to publish-release, with the pushed image (compressed size from the registry manifest, package page) as artifact and its Python dependencies (pip freeze inside the image), for both the numbered release and the devel snapshot.
