Monitoring plan, phase 5 (argus/backend#22).

Scope

After the release (numbered or devel) is published, publish-release sends a publish report to Argus when ARGUS_UPLOAD_TOKEN is set (skipped otherwise; a failed upload only warns, the release stays done):

version (or devel), kind (release / devel), date, the release page link;
artifacts: every --asset (name, size, download URL) plus --artifact "name|bytes|url" for things that aren't release assets (a Docker image);
dependencies from --dependencies FILE (lines name==version, name@version or name version), extra --link "label|url";
ref = the current branch, commit = HEAD, run URL and actor, like argus/upload-action.
