Monitoring plan, phase 5 pilot (argus/backend#22, guardians_of_the_galaxy/ci-base#14): the publish job passes its Argus upload token to publish-release, with the built wheel (name, size, package page) as artifact and the SPA's production dependencies (pnpm ls --prod --depth 0), for both the numbered release and the devel snapshot.
