Companion to argus/backend#49 -- ProjectView shows every ref with a Report row, including closed PRs that have not yet hit cleanup_pr's retention delay.

Frontend scope:

ProjectView: collapse ref_kind=pr rows whose pr_state is closed behind a toggle, unless pinned.
ProjectView/RefDetailView: show a pin badge/toggle driven by the new PinnedRef endpoints.
