Companion to argus/backend#51/#52 -- a ("Conserver ce commit" / "Retirer") toggle on ReportCard, keyed by report.commit_sha, backed by the new PinnedCommit endpoints. Needed because a release/devel-snapshot upload shares its branch's ref with every regular CI push, so RefDetailViews ref-level pin would freeze the whole branch instead of just that one build.
