Closes #28

Frontend for argus/backend#22 (PR argus/backend#42). Merge after it is deployed.

Changes

ReportType gains publish (also in the router's report-type regex); PublishSummary, getDependencies().
VersionsView at /:owner/:repo/versions (linked from the project page): publish reports newest first (?report_type=publish&limit=200), devel snapshots hidden unless asked; version, date, total size, dependency count, links, artifacts (size, download link).
Comparison of two ticked versions (always older → newer): total and per-artifact size difference — artifacts matched with the version removed from their name (app-1.1.0.whl ↔ app-1.2.0.whl) — and dependencies added / removed / changed (utils/versions.ts).
formatBytes() (binary units, French abbreviations).
Tests: src/__tests__/Versions.spec.ts.

Checks

pnpm run test:unit (107 passed), vue-tsc -b, pnpm run build.

A "Versions" page per project (link next to Paramètres/Événements):
the publish reports newest first -- version, date, total size,
dependency count, links, artifacts with sizes and download links --
devel snapshots on demand. Ticking two versions compares them older to
newer: total and per-artifact size difference (artifacts matched with
the version stripped from their name) and dependencies added, removed
or changed.
