Refs argus/backend#10

Each upload now also sends:

run_url: $GITHUB_SERVER_URL/$GITHUB_REPOSITORY/actions/runs/$GITHUB_RUN_NUMBER, the same URL shape Forgejo uses for a run's page;
actor: GITHUB_ACTOR.

Argus shows both in its event messages (email, Mattermost, desktop, PR comment). The fields are optional on the Argus side (argus/backend#12), so this is safe to release before or after that PR.

Tests

New checks in tests/run.sh. The fake server now logs the value of each plain field.

run_url and actor are sent with the expected values.
No run_url field without a run number.
No actor field without GITHUB_ACTOR.
A trailing / on GITHUB_SERVER_URL is trimmed.
When GITHUB_SERVER_URL is unset, the URL falls back to https://git.stationmyr.net.

CI is green.

Argus's event notifications (argus/backend#10) link the run that
produced a report and say who triggered it. Both fields are optional on
the Argus side, so older instances simply ignore them.
