For Argus's metric charts and dashboards (monitoring plan): make ChartRenderer fit a time series.

Scope

New optional chart options (prop options on ChartRenderer and BigbQueryResult, and read from a tile's options.chart):
- xAxis: "time": x values parsed as dates and placed proportionally (Chart.js linear scale, no date adapter dependency), ticks formatted as dates;
- step: true: step line (each value holds until the next one);
- unit: appended to values (axis, tooltip, table);
- color: series color, a CSS color or a CSS variable (var(--x)), resolved at render time;
- table: true: the values as a table under the chart (<details>), so nothing is only reachable by hovering.
A single series gets no legend (its title names it); hairline grid, 2px line, 10 % area wash for one series; tooltip on the nearest x.
No change without options (existing dashboards render as before).
