Frontend for thierryade/backend#30 (third and last slice of the Forgejo issue-link feature).

On SpecDetailPanel, once a spec has at least one linked issue, a "Générer l'extrait PDF" button appears under the issue-links list -- creates a spec-scoped PdfExportJob, polls every 2s while pending/running (same pattern as ProjectVersionsView's own exports), then offers "Télécharger l'extrait PDF" once done or a retry on failure.

Test plan

pnpm run test:unit -- 87/87 passing (2 new)
vue-tsc -b -- clean
vite build -- clean

On SpecDetailPanel, once a spec has at least one linked issue, a
"Générer l'extrait PDF" button appears under the issue-links list --
creates a spec-scoped PdfExportJob (POST /api/pdf-export-jobs/ {spec}),
polls every 2s while pending/running (same pattern as
ProjectVersionsView's own version/current-state exports), then offers
"Télécharger l'extrait PDF" once done or a retry on failure. No extra
UI needed for the "posted on the linked issue" part -- that's entirely
server-side (apps.specs.tasks.sync_confirmation_comment, see
thierryade/backend#30).
