For the metric charts and project dashboards through bigb (monitoring plan, argus/frontend#30).

Scope

ReportMetric: one row per numeric "format maison" metric that has a key (report, project, ref, type, custom name, variant, key, label, value, unit, date), written when a custom report is processed, backfilled from existing reports by a data migration, deleted with its report.
Registered with bigb (apps/reports/bigb_queries.py), scoped to the user's readable projects like the other models; value aggregatable.
The bigb viewers group may run ad hoc queries (execute_query), the charts being ad hoc queries.
Needs Gilles/bigb-django#5 (QuerySpec fields): bump bigb-django once released.
