Metric history charts for "format maison" (custom) reports, drawn by bigb:

for each metric of the report that has a key and a numeric value, the history panel shows one chart;
each chart is an ad hoc bigb query on reports.ReportMetric (argus/backend#46/#47): fields: ["at", "value"], filtered on project owner/repo, ref kind/value, custom type, variant and key, ordered by at;
rendering is bigb-vue's BigbQueryResult with the time-series chart options (bigb-vue#24): proportional time axis, steps, unit, var(--chart-line) color per theme (checked with the dataviz palette validator), values table.

The first version of this PR drew its own SVG chart; it was reworked onto bigb before merging.

Requires argus/backend#47 deployed (ReportMetric registered in bigb, bigb-django 1.3.0 for fields). bigb-vue is bumped to the next snapshot that has the chart options (0.2.0-dev.94).

Known difference: the de-duplicated source reports add no row, so the last step ends at the last change rather than at last_seen_at.

In a custom report's history, one small step chart per numeric metric
with a stable key (MetricChart.vue, utils/metricSeries.ts): a single
series named by its title with the latest value, 2px step line and a
10% wash, the last step extended to last_seen_at for de-duplicated
source reports, recessive axis with the min/max values, crosshair and
tooltip on hover and keyboard (arrows), and the values as a table.
--chart-line per theme: the accent, one step darker on the dark theme
(#00d5ff is too light for a chart mark there; checked with the dataviz
palette validator).

The custom SVG chart is replaced by bigb-vue's BigbQueryResult: an ad
hoc query on reports.ReportMetric (argus/backend#46) per keyed metric,
rendered with the time-series chart options (bigb-vue#24).
