Closes #36.

New ProjectDashboard component on the project page, above the reports.
It looks up the bigb dashboard project-<owner>-<repo>. When the dashboard exists and the user can see it, it renders BigbDashboard read-only (same as the homepage overview). Otherwise (404/403) it renders nothing, since most projects have no dashboard.
Tests: a dashboard is shown, and no dashboard means no section. The default mock handler now answers 404 for any bigb dashboard.

The first user is stationmyr/infra: dashboard project-stationmyr-infra with the disk, swap, RAM and pending-updates curves, created server-side once argus/backend#47 is deployed.
