Needs argus/backend#55 (report by id + before=) deployed first -- merge that one first.

ReportView at /:owner/:repo/:refKind/:refValue/report/:reportId: the report in full (ReportCard), plus a banner linking to the latest report of the same stream when this one is a past one.
ReportCard history: each row's date links to that report; "Plus anciens" pages further back (before= = oldest row's uploaded_at), hidden once a page comes back short.
"En cause" column: format-maison metrics that were warn/fail on that row (notOkMetrics in utils/metricSeries.ts).

Tests: ReportView.spec.ts, new cases in ReportCard.spec.ts; vitest (136), vue-tsc and build pass locally.

- New route /:owner/:repo/:refKind/:refValue/report/:reportId
  (ReportView): one report in full, with a "historical report" banner
  linking to the latest of its stream when it isn't that one.
- History rows link to it; "Plus anciens" loads the next page with
  argus/backend's before= param.
- New "En cause" column: the format-maison metrics that were warn/fail
  on that report (e.g. "Swap utilisé 97 %").
