Monitoring plan, phase 5 rollout (pilots: argus/backend#45, argus/frontend#35).

publish-release (ci-base) sends a publish report to Argus when ARGUS_UPLOAD_TOKEN is set: version, release page, artifacts with their size, dependencies. Wire it into the numbered release step (this repo has no devel draft).

No collect step: a composite action has no build artifact or dependencies, the report carries the version and the release page. Numbered releases only (no devel draft here).

Needs the repository secret ARGUS_UPLOAD_TOKEN (project upload token); without it publish-release just skips the report.
