Closes #53

Only the latest report of a stream could be viewed in full; older host-health reports on garion were reduced to a date/status/headline row.

  • GET /projects/{o}/{r}/reports/{id}/ (read permission, 404 outside the project) -- what a history row will link to (argus/frontend#45).
  • before=<ISO datetime> on the report list: keyset paging on uploaded_at, combined with limit; 400 on a non-date.
  • prune_history: a source report whose status differs from the previous report of the same stream (type, custom name, variant) is never pruned -- only the unchanged ones in between go. Today stationmyr/infra keeps 500, so nothing had been lost yet (46 host-health reports since 2026-10-29).

Tests: apps/reports/test_report_detail.py; full suite, pylint 10/10, autopep8 clean locally.

- before=<ISO datetime> on the report list: keyset paging further back
  than the last N.
- prune_history keeps every source report that changed its stream's
  status; only the unchanged ones in between are pruned.
